ROKCTV Announces Major Organizational Restructuring and Executive Appointments in Drive to Become a Global News Organization
Six core divisions established to strengthen professional journalism, organizational accountability and responsible management

SEOUL, South Korea — The Republic of Korea Culture News TV Broadcast – ROKCTV, chaired by Kim Jeong-Rok, has carried out a major organizational restructuring and announced new executive and editorial appointments as part of its efforts to become a globally competitive general news media organization.
The restructuring is intended to enable ROKCTV to respond more effectively to the rapidly changing global media environment while strengthening professional journalism, digital video production, multilingual content and responsible management.
ROKCTV said the reorganization goes beyond changing department names or reallocating personnel. Its central objectives are to strengthen reporting and editorial expertise, expand digital and multilingual content, and protect journalistic fairness and independence through a strict separation between news operations and advertising activities.
Under the new structure, ROKCTV will operate through six core divisions :
• Office of Strategic Planning
• Content Strategy Division
• News Division
• Broadcasting Division
• Management Division
• Advertising Business Division
First Major Personnel Appointments in Seven Years
ROKCTV announced its first major personnel appointments in seven years as part of the organizational restructuring.
The appointments are as follows :
• Honorary Chair : Chae Su-Hyang, Publisher of The Republic of Korea Culture News TV Broadcast
• Chairman : Kim Jeong-Rok, also known as Cheon-Gyeong, Representative
• Vice Chairman for Planning and Strategy : Kim Jeong-Pyeong, Head of the Planning and Strategy Division
• Representative : Chae Jeong-Hui, Editor-in-Chief
• Head of General News, News Division : Kim Gyeong-Eop, formerly Head of the Reporting Department
• Deputy Manager, Advertising Business Division : Kim Jun-Ri, Reporter
Chairman Kim Jeong-Rok said ROKCTV would not rush to fill the remaining positions across the six divisions.
Instead, the organization plans to appoint qualified professionals from South Korea and overseas based on ability, character and professional competence rather than relying primarily on academic or career credentials.
Domestic and Overseas Reporters Appointed
ROKCTV also appointed reporters to cover politics, society, economics, industry, international affairs, culture, sports and martial arts under its News Division.
The newly appointed reporters include :

• Stephenson Briony Mia Isabella, United Kingdom Correspondent
• Mekonen Zelalem Gete, Ethiopia Correspondent
• Velda Vania, Indonesia Correspondent
• Chanumolu Madhuri, India Correspondent
ROKCTV plans to expand its domestic and overseas reporting network gradually while strengthening its system of professional reporters and international correspondents.
The organization said the expansion will enable it to deliver accurate and timely coverage of major developments in South Korea and the international community to readers and viewers worldwide.
Office of Strategic Planning to Lead Globalization and Future Growth
The Office of Strategic Planning will oversee ROKCTV’s medium- and long-term development plans and its strategy for entering the global media market.
Its responsibilities will include planning and coordination, future strategy and globalization, external cooperation, and legal and ethical affairs.
The office will coordinate business plans and evaluate performance across the organization while expanding exchanges and partnerships with international media organizations and global institutions.
ROKCTV plans to implement its global growth strategy in stages, including the development of multilingual news services, the establishment of an overseas reporting network and the strengthening of its brand competitiveness in the international media market.
Content Strategy Division to Expand News Across Video, Social Media and Multilingual Platforms
The Content Strategy Division will plan, adapt and distribute reported news and information across a wide range of digital platforms.
Its principal functions will include :
• Content planning
• Digital and social media strategy
• Global content development
• Brand and design management
• Data analysis
The division will connect written articles, photographs, videos, YouTube programs, Shorts, Reels and social media content as part of an integrated digital content strategy.
ROKCTV also plans to expand multilingual content progressively in English, Chinese, Hindi, Spanish, French and Arabic.
Through this initiative, the organization aims to deliver news and cultural content from South Korea to readers and viewers around the world.
ROKCTV emphasized that the Content Strategy Division will be responsible for content presentation and distribution strategy, while the News Division will retain independent authority over reporting, article writing and editorial judgment.
The separation is intended to protect editorial independence and ensure that decisions concerning news coverage remain in the hands of professional journalists and editors.
News Division to Strengthen ROKCTV’s Identity as a General News Organization
The News Division will serve as the central journalistic organization of ROKCTV.
It will be responsible for reporting on major domestic and international developments, verifying facts and providing readers with accurate and balanced information.
Centered on its General News Department, the division will operate specialized reporting teams covering :
• Politics and society
• Economics and industry
• International affairs and culture
• Sports and martial arts
• Photojournalism and video reporting
ROKCTV will further develop its established reporting strengths in Taekwondo, martial arts and sports while significantly expanding its coverage of politics, economics, society, international affairs and culture.
The organization said this approach would reinforce its identity as a global general news media outlet capable of covering major national and international issues without being limited to a particular field.

Broadcasting Division to Expand Video News, YouTube and Live Coverage
The Broadcasting Division will oversee programming, production, video content, technical operations, transmission, studio management, YouTube programming and live broadcasting.
It will transform reporting produced by the News Division into video news, current affairs and cultural programs, interviews, live field coverage and YouTube content.
The division will expand the ways in which ROKCTV connects with audiences across traditional and digital platforms.
In response to the increasingly mobile-centered news environment, ROKCTV plans to strengthen short, accurate video reports as well as Shorts and Reels content.
It will also provide timely on-site coverage of major domestic and international developments, cultural events and sporting competitions.
Management Division to Support Stable Journalism and Transparent Operations
The Management Division will be responsible for :
• Human resources and general administration
• Finance and accounting
• Information technology
• Facilities and safety
• Membership and reader services
The division will establish fair and transparent personnel and financial management systems while strengthening ROKCTV’s website, digital news infrastructure and information security.
Its objective is to provide stable administrative and technical support for reporting and broadcasting activities.
Reader reports, complaints and other submissions will be received and processed systematically. However, decisions concerning whether a matter should be reported and how an article should be written will remain under the independent authority of the News Division.
This structure is intended to maintain a clear separation between management and editorial decision-making.
Advertising Business Division to Expand Revenue While Maintaining Strict Separation from News
The Advertising Business Division will oversee advertising sales, new business development, events and cultural projects, partnership marketing and advertising review.
Its role is to establish a sustainable financial foundation for ROKCTV while expanding cooperative projects with public institutions, businesses and local communities.
The division will develop forums, cultural events, sporting events and other business initiatives. However, ROKCTV said it would strictly enforce the principle of separating news from advertising.
Advertisers and sponsors will not be permitted to exercise improper influence over reporting or editorial decisions.
Advertorials, sponsored content and paid promotional materials will be clearly labeled so that readers do not mistake them for independently reported news articles.
The advertising review function will also be strengthened to prevent false, exaggerated or illegal advertising from being published.
Editorial and Audience Rights Bodies to Reinforce Media Accountability
In addition to the six core divisions, ROKCTV will strengthen the roles of its Editorial Committee, Viewer and Reader Rights Committee, grievance-handling system, fact-checking function and ethics framework.
The Editorial Committee will review major editorial directions and reporting principles while protecting editorial independence from pressure exerted by political authorities, financial interests and advertisers.
The Viewer and Reader Rights Committee and the grievance-handling system will actively receive criticism, opinions and correction requests from readers and viewers.
If an inaccurate or improper report is identified, ROKCTV said it will issue a prompt and transparent correction in fulfillment of its responsibility to the public.
Chairman Kim Jeong-Rok : “A New Beginning Toward Becoming a Media Organization Trusted by the World”
Chairman Kim Jeong-Rok described the restructuring as a new beginning rather than a simple change in organizational appearance or departmental titles.
“This restructuring is not merely about changing the outward structure of the organization or renaming departments,” Kim said. “It represents a new beginning in our response to the rapidly changing global media environment and our responsibility to deliver the news and culture of the Republic of Korea to the world accurately and responsibly.”
Chairman Kim Jeong-Rok called on all employees to strengthen their digital, video and multilingual content capabilities while working beyond traditional departmental boundaries.
“Every executive and employee must grow into a media professional who can communicate with readers around the world by developing stronger capabilities in digital journalism, video production and multilingual content,” he said.
“I ask everyone at ROKCTV to devote their full capabilities to developing ROKCTV into a global general news media organization that can compete confidently with leading media organizations worldwide.”
Chairman Kim Jeong-Rok particularly emphasized ROKCTV’s central journalistic philosophy :
“Honest before facts, fearless before power, and accountable to readers.”
“The trust of our readers is more important than the growth of the organization itself,” Kim said. “ROKCTV will become a responsible media organization that never turns away from the truth in the face of political authority, financial power or any other form of pressure.”
ROKCTV Begins Full-Scale Digital and Global Media Transformation
ROKCTV plans to use the organizational restructuring and personnel appointments as a turning point in its transition from a primarily article-based news operation to an integrated media system encompassing photography, video, YouTube, live broadcasting, social media and multilingual news.
The organization will progressively expand its domestic and international reporting networks while strengthening its professional reporter and overseas correspondent systems.
Through these initiatives, ROKCTV intends to report promptly and accurately on major developments in South Korean politics, economics, society and culture as well as important international issues.
